There is no procedure in the 911 protocol for a tiger attack. The zoo should have a procedure for evacuation of the public. How many crazy or drug related people come to the zoo? The zoo employees need to have a emergency procedure when this happens, obviously they did not.
Little kids taunt tigers and lions all the time. They make the noise of the animals, you don't see these animals looking to get out to maul or kill their prey.

Now the media needs to get the audio tapes of the SFPD and SFFD dispatch to the units on the scene. This will make it clear what the first responders had to deal with on scene.

Although a very unfortunate event,I believe the tapes provide nothing for the average viewer other than provide the morbid sensational effect of listening to others in distress.
I think KRON is dedicating way too much of thier news time on a legal issue that is going to go on for a long time and really has no affect on those not involved.

Morning news programming time should be should be spent more on, weather, traffic conditions, the economy, fuel prices, upcoming elections, health & education issues, consumer affirs, the war, etc.
Events that have an affect on all of us !!

Unless the tiger was still on the loose, I'm sure updates and speculation on "who sez this and who saw that" can be put on hold and compiled for weekend programming.

I applaud the dispatcher for having the sense not to allow medical teams to enter the zoo until the scene was safe - I am sure their families are also appreciative.

The whole incident is a shame. These 3 guys will probably be proved to be really "bad actors" and the whole attack shown to have been provoked by them. I hope that law that does not allow people to profit as the result of their own bad acts will apply to them. It is a shame that a wild animal acting according to their nature had to die. It is a shame that a young man had to die.

Where is the parental responsibility to teach their childern at least the barest sense of values, like respect for all forms of life. To me the whole thing is the result of neglect. When was the last time that anyone, the news people, the city officals or even the public paid attention to the zoo? Very few people seem to care about what goes on there until something "bad" happens, it is a symptom of our times. It is also a symptom of our times that these 3 trouble makers had not been stopped before now on some of the other incidents in which they have been involved, such as the one reported this morning. It is a symptom of our times that these people are ready to sue and are attempting to profit from this tragedy. I have my fingers crossed, hoping that reason prevails and every one goes home to morn the unnecessary deaths.

What difference does it make if the boys provoked the tiger or not? I mean, the zoo is still responsible for the safety of both the animals and visitors so pre-measures should have been put in place so no one could provoke an animal or so a provoked animal couldn’t get lose - especially dangerous animals like lions and tigers. Come on folks, if a Zoo can’t guarantee the safety of the animals much let our safety or isn’t going to be held responsible the zoo should be shutdown.

How much more of this do we have to take?! The Zoo is not safe or healthy for the animals, or for the public. There is a long history of animals escaping and being mistreated. Now,a fatal tiger attack on this young man...Make the Zoo a penguin haven. SF is no place for warm weather carnivours.

What I want to know is what are two "adults" and 17 year old doing at the zoo on "christmas Day" and came all day way from San Jose. It just sounds fishy to me. I lived in the city and I love the zoo. I think its safe. Now there are some "stupid" people that don't know when to stop taunting the animals. I see kids and the sad thing,I see more adults do it. I'm sorry about the young man that died. I'm sure he was helping the two dumb ass brother. I think the brothers are going to lie and save there asses, because they know what they did!!!!

WOW! I am shocked at the lack of life in the 911 operators. I am sure they have a really tough job and need to keep composed, they just seemed so robotic and heartless.

It really seems that there needs to be some sort of procedure in place for zoo incidences like this.

My personal belief is that regardless if the teenage boys were "taunting" the animal in any way the zoo has the responsibility to ensure public safety all of the time. How many of us have stuck our tongue out at the animals at the zoo. Or stuck our thumbs in our ears and waved our fingers at the animals? Is that taunting? Maybe at a very small rate, but taunting non the less!

Bottom line if the zoo was up to "code" there would still be a 17 year old young man loving life and being a teenager! Not to mention 2 other young men who's lives are all over the news being accused of being a kid!

typical chicken-poop police response. the humans we pay to 'protect and serve' are really only interested in protecting themselves and not in saving lives. that is why you see 10 cops respond to things like a teenage girl that may be non-white and dressed in hiphop clothes. they are scared and want to protect their own first and foremost. You know it is a tragedy what has happened to these three young men. Yes, maybe they were taunghting Tatiana, however wrong it was and it was wrong if thats what happend. These two boys will have to live with this very unfortunate tragedy. Everyday for the rest of thier days. Nobody knows what really happend but, the Dahliwal brothers. Whatever they have done in thier lives prior to this unfortunate event is irrelevent!!! It is sad for them and for the beautiful tiger who never should have been able to get out of her cage to begin with. Everyone is looking for someone to blame, but the way I see it maybe if someone would have looked in to the reports of tatihana being out of her cage in the first place in never would have happend.

The whole situation is unfortunate. The 911 operator, police, fire, etc were all following procedures. You can not enter a scene until you know that it is safe. The zoo does have a procedure. That is why you heard "code 1" on the radio. You do not tell the public why they have to leave or else it will create more panic. My heart goes out to the family of the one who is gone as well as to the tiger. It is good to know that more people were not hurt.

We have a responsibility to care and protect the zoo animals -- "we" being not only the zoo administration, but also the public viewing them.

The public has just as much responsibility in these animals care by honoring them, protecting their environment, and by respectful behavior.

"we" have failed these precious animals in exposing them to the most dangerous of preditors --> man!

the surviving young men have already dishonored their families with previous misconduct arrests(september 07--attack on officer in sj). the probability that they were the trigger for the tiger attack is quite high -- and if this presumption proves out, they and they alone should be held responsible for the death of both the tiger and the other man.

and from this tragedy let us hope that in addition to security cameras and higher fences, the zoo administration starts demanding respectful and responsible behavior from humans visitors.

1. SFPD is not by any means to blame! They do have to protect themselves. WAS there this much chatter about the very YOUNG police officer who lost his life to a convicted (escaped) convict last year 3 days before Christmas??? Brian Tuvera was his name and he was protecting people when he was murdered, shame on those of you blaming SFPD!
WHERE I REPEAT WHERE in those 911 tapes did the "brothers" mention their friend laying lifeless near the lions enclosure????????????
I hope and pray that justice will prevail and those boys will also be in some kind of trouble as well as dream about the way they LET (and possibly helped) their friend pass away.

This is very sad, and a horrible story. As I was reading people's comments one had got to me. Now my thing is Nobody knows what really happened besides the brothers. Yes they might of taunted the tiger, there is even a possibility that other people could of taunted the animal. I believe that the zoo is responsible for this whole thing. Hey people arent to old to go to the zoo! And people do like to travel... No matter where they live!!! I believe the 911 operators need to get some kind of punishment even the zoo workers!

Stop knocking the dispatchers who did a great job according to a protocol which was meant to protect others, namely the paramedics.
Every time I look at these two nitwit teens with a track record history of problematic behavior with law enforcement it makes me absolutely sick that this animal was killed. These two thugs may possibly get money via the help of a Hollywood lawyer who loves to come out of the woodwork to defend those who are guilty. What a shameful society if they walk away from all this and benefit monetarily from this nightmare I am convinced they caused.

I don't understand why the ambulance took so long. I mean. I'm sure they didn't want to be attacked, but at the same time; would they want to be left out there bleeding to death with no help? San Francisco's police and ambulance should be more organized. They probably could have saved Carlos. It took them way too long to get there. A person's life is more important than an animal. Just ask yourself, If it was you out there, wouldn't you want everyone to do whatever it takes to help you? A persons life will be remembered,and I'm sure a tigers life wouldn't.

Notice that once they realized that the attack was real they never mentioned the victims again. He was on the phone for 10 more minutes with 911 after realizing the attack was real and never mentioned any concern for the victims! Actually the fact is that the victims were attacked a second time after notifying multiple people of the situation. A second time! Unbelievable! Listen to the tape again, from that moment to the present the zoo has taken no responsibility (ZERO). Nothing but damage control and any rumor possible to blame the victims and deflect responsibility. This leaves gullible people to argue that the real story is whether or not the animal was taunted.

Thousands of people have gone by that tiger exhibit without incidence. Those guys must have done something to piss that animal off. Still, Zoo officials should have a better system in place for protecting the public.
So what is a fair price to pay for such stupidity by all parties?

* Dead man paid the ultimate price. Family should get 1 million dollars for pain and suffering.
* Two brothers get no money, 15 minutes of fame, and a lifetime of thinking about a bad prank gone terribly bad.
* After pointless years behind bars the tiger gets the death penalty.
* SF Zoo should pay millions of dollars in upgrades, attorney fees, and insurance premiums.

As usual, everyone loses but the lawyers.

After listening to the 911 call with the zoo personal...Its obvious to say that they were very cold and incompassionate!!!
First of all..on drugs or not..if you are a worker in a zoo and a someone runs up to you with fear in their eyes, blood all over, screaming "A tiger is loose!!" You better damn well take them serious...(Attention zoo workers!) Because of your lack of immediate response and ass back ward thinking a tiger and a young man no longer exist here on earth. You can taunt an animal as much as you want...IT IS NOT SUPPOSED TO ESCAPE OUT OF ITS CAGE AND GET YOU!!!!!!!! Do you all agree on that???...The zoo should take full resposibilty for this sad tragedy...Like I said in the beginning of my blog...If the zoo personal responded to the 911 operator with urgentcy then maybe both lives would've been saved. As far as court issues with the two remaining young men...no I dont think they should profit from this...maybe give them money for counseling...because visuals of seeing their friend being mauled into pieces will always linger in their minds for the rest of their lives. Hopefully they will learn from this horrible experience and clean up their act...

The zoo has two major responsibilities, “Public Safety” and “Animal Safety”. Had the zoo fulfilled its responsibility to insure public and animal safety none of this would have happened - period. Adding walls, security, cameras, electric fences, and etc “after the fact” is all good but it won’t bring back the tiger or human life loss. And there is no profit in the loss of a loved one so whatever the zoo ends up paying (and the zoo should pay) for injuries and the death of a human life it won’t be enough.

I have heard so much from the representatives of the guys about the Zoo's responsibilities of keeping the animals from escaping....OK they are wild animals and never completely domesticated......BUT those men were old enough to know better than to tease the animals as the evidence is clearly showing they did. THAT TIGER GOT OUT BECUASE HE COUGHT THE GUY ON TOP OF THE WALL AND THATS WHY HIS NAILS IN BACK ARE DAMAGED HE HAD HIM AND THE KID FELL OFF AND THE TIGER HUNG ON AND THE WEIGHT OF THE KID AND HIS BACK LEGS GOT HIM ON TOP OF THE WALL TO THE OTHER SIDE WHERE THE KID WAS TRYING TO GET AWAY GET IT

I am a 54yr' old woman. I have been to many Zoo's As a young girl I remember taunting or irritating the animals. BEING YOUNG AND IRRESPONSIBLE IS NOT AND EXCUSE. BUT IT HAPPENS!
UNDER ANY CIRCUMSTANCES I DON'T THINK ONE SHOULD GO TO THE ZOO OR ANY OTHER PUBLIC PLACE AND NOT FEEL SAFE! THE WALL WAS 12FT. and IT SHOULD HAVE BEEN 18FT. THAT IS THE BOTTOM LINE !

I think the zoo is responcible, regardless. they had a problem with this same tiger 1 year ago from the attack and didnt think anything of it. the walls are too short. period. regardless of what those boys did to that tiger, the zoo knew she was a problem. the zoo is trying to blame the boys so they dont get caught up in the trouble they are sapposed to be in for failer to meet regulations. i also think the 911 operater should be held responsible, they are sapposed to take EVERY call serious. then the police and ambulance people needed to get in there and help those boys, they had hella people outside, one or two getting hurt would be worth it to save sousa's life. IT'S THEIR JOB, THEY SIGNED UP FOR IT!

This whole situation is just getting blown out of proportion. So basically what the media and a few others are saying is they deserved to get attacked. Kids yell and scream at zoos all the time. Some even throw things at animals. It is the zoos responsibility to protect the visitors. They need to anticipate those type of incidents. The wall should have been higher. Yeah maybe they 3 young men smoked a little pot and had a drink before going to the zoo. Sounds to me like they were having a good time and this freak incident happened. I wonder how much race has to do with this? I mean three young latino's smoking weed and drinking before the go to the zoo. Some people are insinuating that they got what the deserved. But I say thats BS!

Thoose kids got exactly what they deserved. I just wish all of them would have met the same end. There is no excuse to taunt an anmimal, especially one the is in a cage!

There has been much comment about the Zoo's responsibility for Tatiana's attack. Many ofthese comments seek to absolve the three young men of any responsibility. They do not merit this absolution. They were there. There is no evidence that alcohol and marijuana were forced upon them. They chose to partake of substances that would alter their judgment. They are not "innocent victims" but "enablers."

Further, and maybe more to the point, no one seems to have considered that the enclosures (no matter they were under code, and should in fact be improved) KEPT THE TIGERS CONSTRAINED FOR THREE YEARS. If they worked for this long, something precipitated the failure on Christmas Day. The question won't be closed until this anomaly is addressed

Also who cares if that cage held the animals for 3yrs. The fact is that the animals got out. When it comes down to it the zoo is at fault for not securing the WILD dangerous animal in its cage.

I also believe that none of us can speculate on what happened out there. Because we DONT KNOW! I mean do you really believe everything the news tells you? This aint CSI.

this all begins with parenting. these three clowns should have been home with their families on Christmas, not out causing trouble. the tiger acted as wild animals do. the two survivors should be held ACCOUNTABLE for their actions and every zoo should install measures to ensure every animal is protected from delinquents. don't be surprised when these two surviving idiots collect a huge sum from the city and piss it away on drugs and alcohol to drown their sorrows!
when will parenting become a privilege and no longer a tax deduction???

Although a young man lost his life and a wild animal lost its life both tragedies. These young men were up to no good--as a child we were taught -- action/consequence -- good action a good consequence (or no bad consequence) Unfortunately many young people are not aware that their actions will have consequences. If I were on a jury, I would not not reward stupidity with $$. Not to mention these two were arrested on 9/7/07 for something they've not been to court on -- and people in their neighborhood were tired of their "crap" -- nah - these 2 were cruising to get themselves into trouble labeling it as "fun". Next they'd be saying it is fun to break into a liquor store because they're thirsty. Stupid is as stupid does and alas wisdom often does not come until later ages if it arrives at all.

Gee, taunt an animal in the wild and what do you think is going to happen? Unfortunately, the zoo should have measures in place that prevent any of the animals from escaping. It makes me very sad that a wild animal, caged for most of its life, who reacted out of instinct is now dead because of these nimrods. If there is any recovery from the zoo, that amount should be offset by their actions in PROVOKING the attack. Period. And if I were the Sousa's, I would think long and hard about suing the Diliweeds - they certainly contributed to the unfortunate death of their friend.

I have a hard time feeling sorry for anyone who taunts wild animals. They must of really pissed that poor tiger off for her to climb that enclosure and hunt them down! Its unfortunate that an endangered species and a 17 year old had to die as a result of some stupid horsing around.
Now as for the Dhaliwal's...they are quite familiar with the legal system. Their past proves it. In and out of court on criminal charges. Im sorry but I don't believe much that comes out of their mouths anymore. Their story keeps changing. Hmmmmm.

Too bad the tiger was killed before she could finish the job. Fewer than 1000 Siberian Tigers left in existence. That tiger was worth more than all of them put together. And the world will miss 3 little annoying pests??? That were stupid??? If you tease a small cat, you're going to get nipped or clawed. This was a 300 pound cat. And she did what an annoyed cat does. Removed the annoyances. Too bad she didn't get to finish the job. And we're supposed to feel sorry for them because they were STUPID??? They need to own up to their responsibility. Make a Big Cat angry and if you feel the claws and jaws you have no one to blame but yourself. R.I.P Tatiana!!!

Its a matter of what you hear and don't hear on the tapes. There was no concern from the brother's for his friend and what happened to him?

No one should have to die but they did. Start with personal responcibility. Just like a drunk driver. They chose to drink, do drugs and drive. It impaired their judgement, they had a kit with them to keep from having to pay for illigal drugs. They had everyting in check but a tiger who they managed to piss off and the tiger only went after them. They chose to stand up on a rail that they were suppose to stay behind. They were young adults, not children. Now a father is having to bury his son and a tiger was killed and not out down in a humane way.

The wall should have been higher to keep dumb asses like these from getting hurt. It was even recommended the wall be about 4-6 feet higher. Humans will be humans so animals will be animals.

Your right though, the only people who will benefit are the "Hollywood" lawyers. He represented a friend of mine in a wrongful death suite only to have him drop his case when a relative was more likely to get settlement money than he was. He did however get something. My friend got to flip the bill for his husband's funeral and other bills they jointly had.

If there is a settlement, I think they should donate the money if it isn't about greed. Have them donate it to programs to help young people get off drugs or some other charity.

Everyone is to blame and no one should really get money.

1) ONLY Carlos was Latino. If you stop long enough to really look the brothers are of another race. [i.e. the only time we've seen one of their parents - the father was wearing a turban [for lack of not know the name] worn by Sikhs. However even this observation has NO bearing on this issue. So stop saying they were all Latinos.

2) Tatiana was born in captivity at the Denver Zoo. She has never known life in the wild only zoo life with trainers. Therefore your comment of only been in captivity for 3 years is inaccurate.

3) Regardless of who is at fault, NO ONE [two legged or four legged] deserves to die this way.

4) Anyone with an ounce of common sense knows waving your arms at WILD ANIMALS is stupid. EVERYONE knows that zoos are to EXHIBIT WILD and not domesticated animals. If they tell you otherwise, they need their heads examined. That's why we go to zoos - to see them in their natural habitat.

5) Are we to presume that IF [and it's a BIG word] the SF ZOO is FORCED to close its doors that the animal activists are going to go after all zoos [one at a time] and then the wild animal kingdom parks that have been set up as Safari type environments so NO ONE can enjoy viewing WILD ANIMALS in their natural setting.

6) Are we forgetting that WE DO NOT KNOW ALL the FACTS!!!! Even comments made by Carlos' parents have been changing per media reports [i.e. we don't know these friends to they've been best friends for years; we haven't heard from them since the attack, they won't return phone calls to we were told via phone call "blah, blah" prior to the funeral, where we first saw and spoke to the brothers and my personal favorite: the parents had no clue where Carlos was; why he was late for Christmas dinner; or they couldn't reach him by phone but he left a message on Dad's phone stating he was at the zoo with his friends trying to stop the brothers from teasing/taunting the tiger.]

7) The brothers' stories KEEP changing. Most people who've been in real trauma can remember things quite vividly this close to the actual event. When they tell their stories, the comments generally don't change so dramatically. [I know from experience.]

So how can Geragos state so emphatically they are INNOCENT and DID NOTHING wrong when they now say they ALL stood on the railing waving their arms at the tiger? Guess he's got "EGG" on his face now!!!! Anybody with an ounce of intelligence in their BRAINS knows the 3 1/2 foot railing is to keep the VISITORS out of the animal enclosure and NOT to keep the animals in!!!! Further it isn't for standing on to get a "better view"!!

And how is it they NEVER saw Tatiana get across the 33 foot MOAT? Did Tatiana get "in the bushes" by MAGIC? I think NOT... If I had seen a TIGER or any other WILD animal attempting to get out of its enclosure in a zoo [no easy trick no matter what or there would be more instances worldwide] I would go find ZOO personnel and inform them for the safety of everyone. I wouldn't just "stand" there and wait to see what would happen next.

And let's not forget the 911 transcript states "Male zoo employee: "The tiger is walking around, but it's calm now." People, get a grip: they are predators, they STALK their prey. Nature travelogues teach us wild animals prey on the weakest animal [the young, not the adults]. Tatiana chose her victims for reasons only she knew. WE WILL NEVER KNOW.

Everyone involved had a HUGE PART in this catastrophe: Tatiana for leaving her enclosure; the boys for waving arms/yelling at her; the boys for standing on the railing thereby bringing MORE attention to themselves; the AZA for not being more accurate in their assessments; the zoo personnel for not realizing the wall was shorter than recorded.

Granted when they gave the initial reports it was stated the wall was higher; however, after they PHYSICALLY measured the wall and it was found to be shorter than recorded in their records they admitted it at once. Give them credit for that. Maybe the person who wrote the info down wrong should be brought in for questioning; however, considering the age of the zoo and the wall - that person may already have passed on.

And let's not forget the KNOWN FACTS: it WAS Paul's shoe print on the railing; Paul's [age 19] alcohol level tested drunk; they admitted they ALL drank vodka BEFORE driving to zoo [2 kids under CALIF legal age for drinking, which is 21] - driving under the influence, a violation of prior offense; they ALL tested positive for marijuana - though the levels have not been released; they admit to waving wildly and yelling at the tiger and they were seen taunting the tiger.

I'm sorry they got hurt, but it was their drunken, drug induced stupidity that started this ball rolling. If a drunk stumbles into the path of an oncoming car/train and ends up dead who gets blamed? The driver/train company, of course. If a drunk slams into another car & it can be proven he/she is at fault then he/she can be accused of manslaughter. Our laws were created to protect the innocent, but sometimes it doesn't seem to work that way. So please ALL of you BACK SEAT LAWYERS/JUDGES - PLEASE QUIT TRYING this case here. Leave it to those with the legal knowledge [judges].

Yes, I have formed my opinion; however, it does not give me the right to RAM it down your throats. Further, I am open enough to realize I don't have all the facts and am willing to wait for all the facts to come in to seal my opinion in cement.

It's a shame anyone got hurt. It's sad anyone had to die. My heart goes out to Carlos' parents and Tatiana. The brothers will eventually go on with their mundane lives; but Carlos and Tatiana will NEVER get to live their lives out because they were cut short because of stupidity and drunkenness.

Maybe the zoo should consider a countersuit for the loss of their Tatiana; trauma caused to the employees, if any; and loss of income for time zoo closed due to incident; and slander. Maybe the city of San Francisco should consider a countersuit for wasted personnel time and energies spent dealing with this crisis because of some stupid actions by drunken visitors. Probably won't happen, but I wouldn't blame them if them did file.

Do you really think because the zoo shut down that the zoo personnel had to stay home? NO, they still had to work 'cause the animals needed to be fed and the living quarters and observation areas have to be cleaned daily. People have to work even though no visitors means loss of income. They still have to be paid for doing their jobs.

And for the record, I don't know where you get your facts about who makes what, but I have seen no official documentation anywhere that proves exactly how much the zoo director makes for the tremendous load and headaches he has to endure to run the zoo.

Everything about this continues to bother me. Even the attorney who admitted the "kids" may have taunted the tiger. I think the public is more savvy than to think of a 23 yr old as a "kid". Come on, give us a break. I think for me what it comes down to is people don't so much need to be protected from the animals but the snimals need to be protected from us.

The Zoo is really lucky only one person was killed and more people weren’t attacked than were or that the tiger didn’t escape from the Zoo and kill people downtown. Listen to the audio tapes and think about it for a moment - the Zoo didn’t even know the tiger got out of her enclosure.

I wish KRON 4 would do some investigative journalism and tell us viewers who the inspectors were that approved the tiger’s enclosure and what other possibly dangerous under code projects have San Francisco inspectors approved?

All though different, this reminds me of the Whipple pit bull dog mauling story with Marjorie Knoller and Robert Noel trying to avoid responsibility - only this time the City of San Francisco is doing everything it can to avoid responsibility. Why is SF above the law and why isn’t the State investigating San Francisco like SF is investigating the victims and criminal charges brought against those who inspected the Zoo?

Hmm, or maybe the tiger’s wall was never really inspected?

For all of you who say that you "miss" the tiger: you guys are a bunch of idiots. The tiger never gave a rat's behind about you. And to blame the situation on the three young men......have you folks ever BEEN to a zoo? People taunt the animals all the darn TIME! The fact of the matter is, the tiger got out and should NOT have been able to get out at all, regardless of the situation. The zoo is 100% responsible.
